South Korea’s medical tourism sector is expanding at a remarkable pace, with 2025 marking a record 2.01 million foreign patients, up sharply from 1.17 million in 2024.

Cosmetic procedures dominate the industry: dermatology and plastic surgery account for roughly 70% of all international medical visits, driven largely by travelers from China and Japan, who together make up nearly 60% of demand.

Seoul’s major commercial districts—Myeongdong, Gangnam and Hongdae have become hubs for beauty-focused visitors seeking laser treatments, skin rejuvenation and surgery.

Clinics increasingly cater to global clientele with multilingual staff and customized services. The worldwide popularity of Korean pop culture and beauty trends continues to fuel demand, supported by competitive pricing that often undercuts costs in visitors’ home countries.

Even after the expiration of a cosmetic tax exemption at the end of 2025, spending has surged: foreign medical expenditures reached 251.15 billion won (US$167 million) in May 2026, a 74.6% year‑on‑year increase.

Yet the boom exposes structural strains. Over 91% of foreign medical tourists receive treatment in the Seoul metropolitan area, limiting regional economic benefits.

More critically, the profitability of cosmetic medicine is pulling doctors away from essential fields such as pediatrics, emergency care and general surgery. In 2025, South Korea counted 3,000 certified dermatologists but around 30,000 cosmetic treatment institutions, highlighting a widening imbalance.

The government is responding with incentives to push new doctors toward underserved rural areas, aiming to protect the long‑term stability of the national healthcare system.

South Korea’s challenge now is clear: sustain its global leadership in medical tourism while ensuring that rapid growth does not undermine the broader health infrastructure that citizens rely on.
